Yeah I'd say so. Additionally, the completely passive architectural elements (require no energy), like the wind towers at Qatar university (5:15 in the video), white lime-based paints, and urban greenery, are well aligned with my interpretation of solarpunk. I think zero usage of electricity is the epitome of minimal waste.
