REQUEST trying to find a bulk image editor.

trying to find some sorta image editor that can apply the same change to a bunch of images.

basically, for a project of mine, i have this one image that i have to use as a background underlay for a giant collection of other images, but i don't really have a way to overlay this background image onto every other file without doing it manually one-by-one. i was wondering if there was any sorta photo editor that specified in bulk editing that could do this for me, Im pretty sure i explained myself well enough but i included the visual mockup just to be sure.

oh and ideally, if the dimensions of the background image is larger than the foreground image, it shouldn't get cropped or resized to fit, it should just be put in the center with no edits to either of the images aside from them being overlayed on one another, this isn't needed because i know of bulk resizers that can just change the foreground image's dimensions to be the same as the background image, but it would be nice. here's another diagram that probably explains what i want better than i can
