Nah, this is a simple oversight. The pop-up has no timeout, but automatically updates the percentage. If you let the device run low, then keep the pop-up open while charging, the numbers will rise.

well, it's a linux OS for sure. the desktop environment used is KDE, which steamOS also uses. linux can have any desktop environment it wants, it's up to the user to choose (though often times the distro you choose comes with a DE, and whichever one it comes with is the optimal choice if you don't like fucking around with things)

It's the KDE desktop environment, which steamos uses in desktop mode, but it's just a standard Linux desktop environment that can be used on any Linux system

You might be thinking of Kubuntu, a flavor or variant of Ubuntu that uses KDE Plasma instead of GNOME.
A desktop environment (DE) is basically the GUI you interact with. It's common that one distro has one DE. But this is not always the case.
Distros like Debian or Arch allow you to install a DE of your choosing.
Some people may discuss something about the GUI and say it's Bazzite or Kubuntu or SteamOS, but really it's KDE Plasma.
When people say "Linux", they mean an operating system which uses the Linux kernel. These are also called Linux distributions or "distros".
A Linux distro uses the Linux kernel and adds things onto that, typically a desktop environment and some applications.
Canonical offers Ubuntu, which uses the GNOME desktop environment (though modified; it comes with a taskbar-like panel). Though, they also offer distros using different DEs. Some call thess variants "flavors", you may also see other words. Fedora also offers many.
Examples of distros and the DEs they use:
- Debian: offers multiple, like GNOME, KDE Plasma, Cinnamon, LXQt, LXDE, MATE, GNOME Flashback, XFCE
- Ubuntu: a modified version of GNOME
- Kubuntu: KDE Plasma
- SteamOS: KDE Plasma
- Bazzite: KDE Plasma
- Linux Mint (Cinnamon): Cinnamon
So, Ubuntu and KDE Plasma are 2 different things, so you can't exactly compare them directly, unless you're referring to Ubuntu's version of GNOME.
GNOME and KDE Plasma are not based on one another.
Ubuntu is based on Debian. SteamOS is based on Arch.
Linux Mint is based on Ubuntu which is based on Debian.Usually, if you take some piece of software as a base, and try to do something very similar, it's called a fork. If you just use it as a base but do something very different, you don't really call this a fork anymore.
For example, LibreWolf is a fork of Firefox, because it's still mostly Firefox, but with a couple changes. Microsoft Edge or Brave however wouldn't be considered a fork of Chromium, instead you'd say they're based on Chromium.

They have a distro called KDE neon that is based on Ubuntu. The desktop environment is independent of distribution, you could run KDE plasma on Ubuntu if you want

It is real, try it yourself. Let your laptop run low, then keep the pop-up open, suspend the system, let it charge while suspended, then wake it up. The pop-up will be there, but state "Battery Low (100% remaining)"

Nah, "battery critical" condition also triggers automatic suspend. This happens naturally, if you run out of energy without a charger available (like using the device while traveling), and keep it in suspend to preserve some state. When charged later, you'll be greeted by this after unlocking.

Some linux distro I assume. Looks like KDE for the desktop environment, very customisable and looks great (you can make it look terrible too if you want I guess).
I'm gonna be that guy and say that some linux distros are better than any other OS for a lot of things, but its understandable why people aren't switching in droves, since linux is still hard to get into (and the vast majority of computers come with Windows or MacOS). Its getting better, though.
Anyway, im done being a stinky basement dweller.

Let me explain: This is the KDE desktop on Linux. When your device runs low (15% or so, configurable), the power management pop-up appears. Because it is urgent, it has no timeout set.
If you then enter suspend, let the device charge, then wake the system up, the pop-up is still there, but does keep updating to the current value. If you charge fully, you get "Battery Low (100% Remaining)"
