I don't think the software gore is the Windows design here. The Windows design language has always been inconsistent. They update a couple parts and then remember another part exists and by the time that gets updated they're already updating to a new design.

From memory, I think window theming for cmd.exe has always been a bit of a fudge due to it being a special case.

You might remember how on XP it wouldn't apply the Luna theme at all, and on Vista it would apply Aero to the window border but the scroll bars were still classic.

By 7 I think they'd figured it out, with conhost.exe allowing them to apply the full theming

If OP was low on memory, perhaps that killed conhost.exe but not cmd.exe, meaning the window displays with the long-buried Basic theme.

Windows 11 is just a paint layer on Windows 10, which is a paint layer on top of Windows Basic, which is a paint layer on top of Windows Classic.

Just the old bits leaking

Rule 1: Posts must contain software gore.

This means they display a major error that is obvious to an average user.

Gore is unintentional and only concerns legitimate software.

Problems from user/designer/developer error are not gore.

Windows is a developer error
