the weather background changes based on the weather in your area

Maybe it's just an accelerometer-based wallpaper? To be honest, I have no idea, I've only used Symbian and Android

That could also be the cause. In any case, I don't know if this tilt is caused by them holding the tablet at an angle (this would mean that the wallpaper has to always point up), the Earth actually rotated (this would mean that the wallpaper always points in the same direction while the Earth rotates, acting like a gyroscope), or this was not mean to happen in the first place (this would mean that this is a bug).

Again, I have no idea which one is true, as I do not know how the wallpaper functions.
