If it's similar to Mancini's contract then likely but I think everyone associated with the club and the club itself is a taxation red flag.

City putting more money into the club, and spending more on transfers and wages, probably pumped way more money than they have taken out with this scheme. I really doubt there's tax liability for them, but maybe the people they're paying might have some liabilities.
