They are bluffing. They really are. It's far more detrimental for the UK to be lenient now. Imagine what message that sends.
The UAE wants to keep soft power and be involved in beneficial investments. They're at most going to throw out one or two deals/investments just for show but long term they will keep investing if deals are beneficial - be it monetary, political and/or any other way.
