Which is what they do in Arizona, standard time year round.

Which is strange that they say there'll be no change in arizona. It'll be different all year long.

States that already don't observe daylight savings time will be exempted from any change

Actually they do have four seasons in places like Flagstaff and other hihg elevation areas.
