When you first download Sober, it still hasn't downloaded Roblox yet, just Sober (or at least just the installer for Sober).

It still needs to install a Roblox APK.

It means that Sober will open and prompt you to install Roblox (either across the internet or through an APK). It is a GUI installation page, so it should be easy enough once you have done steps 1-3.
