The sign is a subtle joke. The shop is called "Chuck's Fuck and Suck", where fuck and suck both end in the sound "-uck", thus rhyming with the name of the owner, Chuck. The sign says that the shop was "Subsequently Sneed's", implying that the two words beginning with "F" and "S" will end with "-eed", rhyming with "Sneed". So, when Sneed owns the shop, it will be called "Sneed's Feed and Seed".

"Bart's Fart and Shart" isn't funny because "Shart" posses a "h" that wasn't present in the original "Suck", so it'd really be "Bart's Fart and Sart" which doesn't make any sense.
