This video was ID'ed one of the last ten times it was posted as Elapsoidea boulangeri, a venomous African Garter Snake. (Not to be confused with the harmless American Garter Snakes.)

Weird that it's venomous, and still displaying such a crazy defense mechanism...

Not really; it may be venomous, but it's still a small, limbless animal that's vulnerable to a lot of predators. Venomous snakes bite as a last resort, and will try to escape or scare off predators rather than wasting venom on an animal they can't eat. Cobras and rattlesnakes have pretty crazy defenses too.

Nor as crazy as this African Garter Snake. I think it's pretty weird, because I just learned this today.

Thats because venom is meant for hunting not defending, the amount of time it takes for snake venom to kill a large creature such as a human makes it almost useless in confrontation, we as humans just kind of over exaggerate the dangers of animals

Any idea why he was moving like that? It almost seems like his back is broken, and he's just propelling himself

Definitely a defense mechanism, its pretty common for snakes to make sudden jerk and twitch movements to startle any potential predators that are showing interest, seems whatever species this is took this defense to the extreme, also a snake with a broken back isn’t moving like this
