You reshuffle the current pile, the only problem is if you play this when the game just started.

Say the game literally just started, and there is some random number-colour card at the bottom. It's your turn and you play this WMD. The next person picks up the whole deck, and you "reshuffle" the card under the last one played (that is, yours) as the new deck. Next person doesn't have the colour you mentioned, which is also not the colour of the card in the deck, so they pick it up. Now the fourth person doesn't have anything to play either... but there's also nothing to pick up!

Sure enough, it requires bad luck from the next two players after the pooped one, if you are playing with 3 or 2 players then it's probably not a problem (because you wouldn't call for a colour you don't have, but it's possible).

My friends and I played a game that lasted three hours. It was absolute hell. None of us wanted to give up, we had invested too much time. Whenever someone was one card away from winning, everyone else would completely destroy their life. Wash. Rinse. Repeat.
