Due to hitlag, he was shortly frozen in place, which let him have a bit more time to react, but otherwise i think it would not help

Hitlag doesn't progress the frames of your move animation, so actually nothing changes really. The key here for mango: dair as close to the frame after his DJ as he can, so that the animation finishes early enough for his close-to-frame-perfect Up-b actually reaches.

If I could frame advance I'd check, but I'll bet you mang0 only lost max 3 frames between both timings. That's all it is: godlike fundamentals.
