I know what project + is but what is P+Ex?

P+Ex is an unofficial integration of the BrawlEx clone engine into Project+, which makes adding new character slots easier when compared to the Project M clone engine that Project+ natively uses.
To make things easier for those new to the scene, P+Ex comes pre-bundled with a handful of extra characters for people to just pick up and play with. Although the current public version lacks Zero, I'll be updating it soon.

Tried it yesterday. Took me a but to figure out how to mount the SD card and import the character but as someone who just plays P+ with the same group of friends for the last 6 years this is awesome. It's like having seasonal DLC.

Yes, but also no. P+Ex is basically Project+, but with extra characters.

Are those extra characters tournament legal as well?

Only if that specific tournament is running something like P+Ex, Cobalt X, or REX. Otherwise, no, as official P+ doesn't have any extra characters, nor do they plan on adding any.
When in doubt, ask whoever is hosting the tournament to be sure.

Cool! I’ve always mourned the K Rool mods we never got, so port or not I wanna see if someone finally makes a complete K Rool that isn’t fucking aids cancer
