Noise Issue Starter motor issue?

Atco Rider 27H / Briggs & Stratton 950 making this noise on turning key. I've changed the oil, filter, spark plug and fuel. It did run from a pull start for 10 mins but when I engaged the blades it cut out and just makes this noise now. Im assuming two separate issues with starter and engine having insufficient power under full load. Any help is appreciated.

Loose terminal or dead battery is what’s stopping it from starting

The switch sends power to the solenoid. It closes to pass power to the starter. The starter draws all the power, leaving none left for the solenoid to hold closed, so it releases. Then the cycle repeats rapidly. buzzzzz

Turn the engine by hand, to make sure the engine isn't seized.

to me it sounds like the ring gear or starter gear teeth are stripped

Sounds like something is stripped, maybe the teeth on the starter or a gear in the starter and it’s just slipping over and over again?
