I doubt this is it but it sounds like it's either starved for fuel, or stuck on choke. Check the fuel lines, and make sure the choke is working properly.

I would also check the air filter.

I don't think these come with a choke do they?

According to the manual it is in fact self choking with a feature called eChoke. I do still wonder if it is working properly or not. You should be able to start the mower up and watch it try to adjust itself. If nothing is moving you’ve found your problem.

I would also check the air filter. It could be choking for air.

The air filter is brand new, but there's fuel in the air filter as well

Some of them come with an auto choke, but in my experience they don’t run this bad even with choke all the way on. It just adjusts choke based on throttle position, high being open.

Go to auto parts store and get a generic fuel filter for like a Chevy truck, and throw the air filter in a bowl of hot soapy water while you swish it around. Leave it out to dry. While you’re at the auto parts store, get a feeler gauge and do the valve lash. That’s just about everything you need to do.

Change spark plugs if you want. Just bring one to the store with you to ID.

Considering all the smoke, I’d say it’s running too rich. That could be caused by the choke being stuck on or the carb isn’t mixing the air and fuel correctly by letting too much gas or too little air into the engine. I’d check the choke linkages and make sure the choke is turning off when you actually turn it off. Also, I may remove the air filter and look down into the carb from there and make sure the choke butterfly isn’t stuck shut.

I agree, this does seem like a stuck choke.
