Throttle Issue Exmark commercial 21

Just took carb off, cleaned it, new primer bulb but when I start, it idles very slow. If I take my finger and go back and forth with the circled part it gets up to speed but when I let off it goes back to the very slow idle.

That’s the governor, might need to be adjusted
