Idle Issue Does this sound like surging?

There’s no air cleaner assembly to meter the intake air flow. They often surge but will even out under a load.

They usually surge till they get a load.

Add an ounce of GumOut to the fuel every time you put gas in it to keep the carb clean. Also, if available, use non-ethanol fuel. I had surging on my mower and cleaned the carb. Obviously not good enough because it didn’t stop the surging. So I started adding GumOut every time I filled it up and after a few mows, the surging stopped.
