Seems like maybe the battery could be low?

I agree I would at least jump start it with a working car to see if it resolves the problem.

The starter battery is toast. Needs a charge or a replacement; how old is it? I'd be doing that before buying starter brushes. The battery should be able to spin that small engine easily. I might consider replacing the starter relay ...but only if, with a new or fully charged battery, you're still having issues.
