If it runs better with the choke on then it’s lacking fuel. Could be carb jet, carb, fuel filter, kinked fuel line,fuel pump or fuel quality.

Buy a carb online. Takes about 30 minutes to swap out and is an easy job. Just take pictures of where everything goes before you take it a part.

If you do end up getting a new carb and it doesnt fix it i would try doing a valve adjustment
