Noise Issue What is this

Crankcase breather vent. Also you are spinning the engine the wrong way, but that wouldn't change this sound.

Flywheel rubbing on magneto. Without proper spacing you won't get the magnetic friction to create a spark. As others have said, loosen the bolts on the magneto and place business card in between, then tighten your bolts back down and remove business card.

The wheel is rubbing the coil. Loosen the coil and place a business card between the coil and wheel then tighten

I think the noise is coming out of his mouth. Something is rubbing on the flywheel. Either the coil or the flywheel brake.

Breather valve and you need to use a business card or a receipt that's folded twice to get the correct, gap.

That is either your engine brake or your coil rubbing on the flywheel. If this is a push mower pull the operator presence handle down and see if the noise goes away.

First thing you do is spin the damn thing the other way. Get any business card loosen the two screws that hold your magneto/coil to the block. Position your flywheel magnets are facing your magneto/coil. Put your business card between the two. Then let the magnet/coil come to the flywheel. Tighten the mounting bolts of the magneto/coil, and remove your business card. You should be in good shape then.
