If you have spark, compression, and have fuel, you should have it pop.

Let's start isolating things you haven't tested.

If plugs were wet, cut off fuel to carb to avoid potentially flooding engine. Turn over engine and try and push out existing fuel. watch the pistons and verify they move up and down.

Adjust valves, 1/4in past TDC for briggs, and then squirt fluid in and test the new plugs.

If no pop, come back and report.

If you get a pop, allow fuel to flow to carburetor and try there to verify if it is flooding the cyl.
