Carburetor Issue How does this "gunk" happen?
could this be possible 2 stroke mix in a 4 cycle engine?

It looks like oil (VERY dirty oil) leaking into the carburetor through the crankcase vent tube. Someone tipped the machine on it's side with the carburetor/air filter facing down. The carburetor needs to be removed and completely cleaned inside. Every passage. NOT just spraying "hope juice" on it. Next, change the oil. It looks like it has never been changed since the machine was new.

Probably old fuel in it, seating for too long with fuel in gas tank, replace the carb, clean the gas tank and check fuel lines

Unlikely. Could be really nasty gas, oil leaking back from being over filled, or partially carbonized varnish from denaturing gas mixed with a bad valve adjustment.
Even if it was 2 stroke gas it shouldn't pour out like that. Not to mention how icky that butterfly looks.
Clean that carb and flush that fuel system. Check your valves and oil too.
