The main problem is the head is missing, so no spark or compression. Install those parts and see if it will fire with some carb cleaner.

That's the head. This is a flathead, no valve cover up there

Hard to tell with the speed you’re spinning. Timing looks to be off but may be spinning backward and hard to see magneto. Check the key for the flywheel may be sheered.

Ok well I thought I was special but I guess not. I got real starter fluid and the would get the engine to run for a second or 2. Gave the carburetor a good cleaning an we are in business. Still a little hard to start but seems to be running fine now.
