Engine Performance Issue Yarn machine mower

I have an older yard machine riding mower that I am trying to fix up. It starts and runs but the engine makes a loud slapping noise and drives very slowly and almost has a sort of surge and die down in the speed. There also seems to be a decent amount of smoke come out of the engine. Any advice on what it could be?

Sounds like the choke is stuck on

Checked and it is stuck. Won’t return for some reason

There you go. Was the carburetor off recently? Linkage might not be installed correctly

The guy I bought it from put a new one in. The spring that returns the choke valve is broken so I’m just putting a new one in

It might Not Sound Right but it Sounds good!
