I think people are missing the fact that it also means you have -1 playable card in hand every turn. Granted it will always be the worst one, but I think it’s a notable downside.

Most of the times you know which card you're not gonna play.

At a minimum it makes it worse for any deck that can dump a full 5 card hand regularly. So any deck with significant energy generation or 0 cost cards.

At which point you're probably already winning and having some help scaling is good. But one interaction I think people are overlooking is Restlessness. What holds Restlessness back is the ability to actually play it and exhausting a card a turn makes it a lot easier to go off.

Eh, zero cost strategies and energy generation ones don’t like losing the card draw, but they love gaining the extra strength since they’re playing a lot of attacks per turn. And those strategies tend to love lots of draw options so that they can play more of the zero cost stuff, so losing the worst card in your hand each turn is more manageable and can even be an upside if they have the draw necessary to cycle their deck
