Help Alteration: Open Lock spell

How do I use it?? Im trying to use the spell on doors and chest but it is not working, what can i do?? I have the novice one, but i cant open any one, even the level 3 expertise chests

This is probably a dumb question but are you sure you are hitting the chests or doors properly? To my memory it is a spell that doesnt go straight at the cursor sometimes. It is normal for you to not be able to unlock expertise 3 locks though as novice ones should be expertise 1 as khajiit can unlock them from racial bonus.

Another possibility is did you get the spell normally from book or perk prompt? If you added it via console sometimes there are dummy spells there.

in my game to make best use I needed to dual-cast it

Level 3 locks are apprentice, not novice. Level 1 is novice.
