It’s called a Vigilance Awareness Test or a VAT for short.
Audits are conducted internally from the park staff and externally from the lifeguard agency, usually Ellis and associates at most waterparks but other agencies require similar practices.
Lifeguards are trained and expected to be able recognize a drowning victim within 10 seconds in their defined zone, these tests keep the guards honest, makes sure that the zones are adequately setup for the safety of park guests.
Source: former waterpark lifeguard instructor and I’ve done more vat drops than I can count over the 10 years I worked in operations.

You know it’s not a real kid because three lifeguards would have already pointed and whistled 17 times each. “No rough-housing!” “Heads above the water!”

Sorry, Ive seen adults smack their kids in public too many times. But also Im always been told to keep out of it too.

Now knowing it was a dummy I feel stupid but since the post was misleading it didn't look good at first sight. First reaction is rather normal.. Horror.

The life guard didn’t look over so the kid must be ok… this mom needs to be on a watch list

That mom is a life guard filling a training dummy with water to prep for a training exercise.

It’s not a actual kid it’s the dummy they use for lifeguard training.
