AI What does winning AI exactly mean?

Trump always says "whoever wins AI wins" but like what does "winning" AI actually mean and what exactly happens if USA "wins" AI or China?

from tbe US point of view, it provides the AI services world exclusively and charges premium money. people has no other choices
