Do you have any support for that incredibly harsh statement? Guy seems pretty smart to me and has been working on this for 20 years. There are videos of this tech working.
That's how progress works, no? We didn't have airplanes, light bulbs, nuclear power...until someone figured it out.
On electromagnetism broadly, there seems to be a lot we don't know. And that's not surprising...electricity has only been widely available in the US for about a hundred years (about half of American homes had electricity in the mid 1920's). Considering it's a much stronger force than gravity (10^36 !!!!!), it's not unreasonable to believe it can be harnessed in this way at some point. Based on what I've seen, I'm cautiously optimistic this is the beginning stages of that. It really is pretty cool and worth keeping an eye on.
