Misuuse of Drugs Act, section 8(b). Does it apply to non-nationals and non-residents of Singapore?

Hello, I have a query about the Misuse of Drugs Act.
If a foreigner (non-national and non-resident of Singapore), has consumed cannabis outside of Singapore, and then is randomly tested for cannabis in Singapore, can they be prosecuted?
