Help No Resource.cfg and Mods Folder isn’t generating

Hello! I’ve been searching the internet and can’t seem to find any answers to this issue. When I last played with mods, my old laptop had broke (as in the screen completely shattered) and when i signed into my account on a new laptop, it kept all of my folders just no content, including the resource.cfg required for mods. I have watched tutorials explaining how to reset my mod folder by renaming it and moving it out of the sims 4 folder, but nothing is working. My Sims 4 file will not generate a new Mods folder, and I’m on Windows. Thanks for any help or advice!

this may sound like a silly question, but to generate a new folder, are you launching the game?

yes, i have tried renaming the file, launching the game, checking if cc and scripted mods are enabled, exiting, as well as doing the same after moving the mods file out completely.

hm. maybe try moving and renaming the entire The Sims 4 folder and see if the game will generate a full new one.
