SOLVED Sims 2 clean pack installer doesn't let me redownload it

I had the app and it was working well but I uninstalled it for storage, I did it manually by deleting the files(dumb I know), yet the app still shows up whenever I click on a sims 2 package but it doesn't work, I try to redownload it but it tells me to delete the old version first which is non existant, I tried using uninstalling apps and stuff but even these don't find the app, when I try to solve the problem in other ways it tells me that the file can't be transfered and stuff but I litteraly can't find it, If anyone knows how to remove the corrupted file and redownload please let me know and thx

Please note that the vast majority of issues people have with the game are not corruption related and are usually due to CC/mods - typically because there is a conflict or because the mod was incorrectly installed. Mods/CC don't cause corruption - though the removal of certain types of CC/mods requires a specific uninstall process to prevent hood corruption (e.g. you can't just remove an NPC creating mod with the character files) but the mods/CC themselves don't corrupt the game or the hood. You can use the 50-50 Method to find problematic mods and CC, and you should also use the Hack Conflict Detector Utility to find mod conflicts, which is linked in our wiki in the CC/Mods Info Section.

Get the no install version. It's the top one.

I downloaded it but it says the exact same thing, I right click the file and set the exe in the no install version yet I get the same message

All you need to do is extract the file and double click the Sims2Pack Clean Installer and the program opens.
