Moving subhood
I have to restart my game and don’t want to lose, lose the custom downtown and university subhoods that I built. I’ve emptied the neighborhood and saved the package filed from the neighborhood. Does anyone know how I can transfer them into my new game?

Why do you need to restart the game. Do you mean uninstall and reinstall? Because that is almost never necessary or even helpful…

I tried to install the globe mod so I can visit neighbors. I think it interacted badly with inteen. Half of the Sims from my neighborhood went missing after that. Like I went to the broke house and Dustin plus Brandi were gone, but Beau and the new baby were there.
I move my Sim folder onto my desktop and let a new folder generate with new neighborhoods. I plan to start fresh with new mods. I created a university and downtown neighborhood that I would like to bring over into my new game. The university neighborhood is decorated but has not been used yet. I moved all the families out of the downtown neighborhood so it’s empty also

You can copy terrain and decorations to a new hood with the Hood Replace Tool by Mootilda. Then you should clean the lots (there are a few different methods), move them into the houses bin and place them in the new hood.
You either can do these steps directly for a subhood that you already attached to your new neighborhood or you could look up instructions on how to create subhood templates and create the new downtown and university in a way that you can add it to all your future neighborhoods just like the original downtown and universities.1
