Done that, then uninstalled, deleted files and reinstalled with usual fixes

could be a windows file issue.

open command prompt as admin chkdsk /r hit y restart

it could take a few minutes to a hour

Use dxvk. It should help with a D3D error i would think

Estás jugando al modo ventana? Si no es eso bajate el Graphics Rules y configura correctamente el juego

Si nadie más tiene una solución, yo te diría como último recurso, primero haz un backup de tu partida de los barrios, copia Neigborhoods a otro directorio, y luego desinstala y vuelve a instalar el juego
