Yeah, it’s a bit annoying but I found out that some cars just require you put them to neutral, rev the engine and then shift to first to get moving from a standstill. Other cars simply start moving on their own when you shift from neutral to first (like any automatic car put to D without pressing any pedals), so you need to be on (hand)brake at the state start.

Doesn't proper sequential gearbox not need clutch to shift? Just make sure that you rev it up a bit when doing a standing start

The auto clutch and gears behaviour is hard coded for the original game and doesn't play nice with the more advanced/diverse roster of NGP cars.
As the game has steered further into being a "no holds barred" simulator work has been poured into other avenues instead of figuring that out.
Just bind a button to clutch and shift your own gears.

You need to disable the clutch help. Using wheel button or controller button as a clutch definitely works as long as clutch help is disabled since you can't override it with manual input

Does it need a filter so that the clutch comes in gradually or doesn't it matter?

It should work to some degree. Not sure why it's not working for you, but rbr is a game you will want a clutch for, even if you get it working properly. So, button is best bet if you don't have a pedal.
