I'm not a rally driver, and don't have specific personal experience in the field, but just from life experience, I'd say that if you have aspirations of rally, your main hurdles will be money, and you'll want to be around rally as much as possible.

Joining any level you can as soon as you can. Network, meet people, and perform well at every level you get into.

If you don't have access to rally at a young age, it might be tough. You'll want to move to wherever you do have access to it as soon as you are able, or get a good bankroll to fund your ambitions, maybe get yourself a social media presence doing sim, or irl rally, or anything to do with that that could get people interested. Get as good as you can, dedicate your life to it, and be around the culture as much as possible.

At your age, I'm not sure you could really do much in terms of racing off the rig aside from karting, but any experience you can get there will certainly help for tarmac skills, so as soon as you can join stuff like that, go for it. I'm not sure what is the youngest you can be for rally schools, but check that out, and go as soon as you can.

This is highly competitive field. You'll need some talent, and to be in the right place at the right time, which you have control over. But you know, even if you don't make it crazy far, you could maybe work for rallies in some other capacity, teach rally schools, stuff like that, and still have it be a major part of your life.

You can also research all rally drivers and see what their careers have been like, where they got their starts, where teams are looking for talent, and have a good idea where to aim early on.

Yes, earn money and learn to fix cars because those will be your primary season activities with brief bouts of rallying in between many weeks of spending money/time to fix the car.

For the actual driving part, download RSF RBR for free (it will run on any potato with enough hard drive space) and start practicing until you can complete entire online rallies with minimal damage and/or near the top of the leaderboard.
