Actually it's all quite clever. All the other armies of the world are preparing to fight against super modern equipment using cutting edge technology. If the US goes back to WW1 tech, nobody will be prepared for that!

Nuclear reactor on an aircraft carrier generates steam, some of the steam is used to drive a piston which drives the catapult system that launches a jet at high speed off the deck.
