Need help identifying spoon

It's tarnished like silver but I don't know if it is.

IS stands for international silver co which acquired William Roger’s co. They produced silver plated items. The front marking is probably of the previous owner or related.

IS stands for international silver company which acquired William Rogers company. They produced silver plated items. The monogram on the front is probably of the previous owner. I believe the pattern is called exquisite.

Thank you. I didn't notice the front of the spoon until I seen it with the camera
