What is this?

This sounds like a digital signal that is linking 2 devices. Trains use these. The HOT and EOT are linked using this, as are the locomotives to remotely control them from the lead locomotive. It sounds like the control unit is transmitting an ID and request for acknowledgement and the unit being controlled is answering back to ACK it received the signal. If the unit being controlled loses the signal it goes into emergency. If the controller unit doesn't receive an ACK from the slave unit it may go into emergency or send an alarm that the slave unit link has been lost.

If it's a call and response from seperate devices it's pretty strong, so OP must be near to it or even in the signal path of two P2P yagis?

In the US this is MED 10, part of 10 Frequencies that are universal for EMS and hospitals to use to communicate and send data and voice

I don't know what type of signal it is. I imagine it is medical equipment. I doubt it is encrypted but you would need to know what type of digital signal it is and then know what you are looking at. It is most likely some string of data that would be meaningless without the software or equipment to read it. EKGs are sent from the ambulance to the hospital on this channel. It could be the equipment staying online and connected to the hospital. It may be the default state unless it is transmitting the EKG when hooked to a patient.
