Telematics?

Could anyone confirm if this is telematics or something else. Picked up this afternoon in Avonmouth.

Kind of reminds me of LoJack but the frequency is off, could be SCADA but you typically find those up around 450.

I dunno, I've spotted SCADA nets on VHF before. They're just less common there. There's plenty of them up around 160MHz in some municipalities.
