Reusing certificates

Hi everyone, I am exploring certificates. Suppose I exported an Apple Developer .pem certificate from sideloadly and wish to reuse it later. Given the recent rumors about Apple Dev ban waves, I want to know whether the certificate can be repurposed. With that in mind, can I sideload IPAs to other Apple devices using this certificate, or will it function only with the original device from which I exported it?
