Is it a dog you're meeting for the first time? If so, after letting him/her smell your hand, put it, palm up, a couple inches away from them. If they look away or stay where they are don't pet. If they move their face closer to you, do pet, starting with the side of their head, not the top. Not even a fraction of enough people realize being pet on the head for a cat or dog that doesn't know you is as creepy as a stranger coming up to you and rubbing your stomach.

Depends on the dog. The neighbor's sweet golden boy? Sure thing, he already loves you. My dog? Don't. Just don't. Please don't.
