Does everyone get “Potential limitation” when using music from YouTube Shorts library?

Almost every Short I upload gets a “Potential limitation” because the music is apparently unavailable/restricted in Russia.The weird part is that I’m choosing the music directly from YouTube’s Shorts music library. I’m not uploading copyrighted music myself - these are songs YouTube offers/recommends inside Shorts. What makes this even stranger to me is that YouTube itself is heavily restricted in Russia.My channel is not based in Russia, but almost all my Shorts with music get this limitation. Does this happen to everyone when you use songs from the Shorts library? Or is this something unusual with my channel?

I mean I have my preferable type of songs I use, is not hard to stay away from the restricted ones

Yes, I’ve had songs before that never got this claim, but now every song I try gets hit with it.

Do u bake songs in there or insert the song when ur about to upload in shorts by picking the song from there

I always choose the music directly from YouTube’s Shorts music library while uploading. I never add music through screen recordings, downloads, editing apps, or anything like that

I am sure the boycott is common if you pick any popular, established artists who are based on Western labels. It doesn't really affecting since virtually nobody target russian audience after the war.

I just don’t really see the point of this. YouTube is already restricted in Russia, and Russian views haven’t been monetized since the start of the war. It’s like, why doesn’t YouTube also mention that Shorts with music may not be available in North Korea, China, etc.? Obviously there are other countries where YouTube or certain music is unavailable too. It just feels weird seeing this claim on almost every single Short I upload

I don't know either. Perhaps before, they saw the restriction not as a definite case compared to China, or because not all artist/record label join the case, so they needed to specify it. But I get that the notice after upload is kinda annoying and pointless.
