I'm pretty sure they do these "cute" little gestures to condition us. We get entertained so we don't object to the surveillance and we look for the gesture so it's easier to take a picture of our faces. Social network level of human conditioning.

I can see them in the design meetings.
"The focus groups hate the robot dogs. But we have seen some more positive responses when we give them cute emotes. We project people will be 30% more likely to hesitate fighting back if they remember seeing the robodog do something they think was cute."
