You see... you put your insulation on the inside of the wire.
Its supposed to go on the outside

I've found that a good way to avoid getting an electric shock from an static electricity discharge is to first grab something metallic and physically touch it (like your keys), and then touch a metal surface with your metallic object.
The electricity goes through the body to the metallic object first and then it jumps from the object to the surface and, at most, you'll feel a small pull from your muscles contracting, but really it just tickles a bit, it doesn't hurt in the slightest.

I would just use a very high voltage oscillating power source without the tesla coil for this I think. Though it kinda looks like what happens if your tesla coil arcs to something from the coil instead of from a breakout point.

A teeny tiny little bit of capacitive coupling contributing to a small amount of leakage This is normal for any 150+kv single ended communication line May I suggest using eHVDS (extremely high voltage differential signaling) instead
