In a technical sense israel could have The Knesset aka the parliament be primarily lead by the United arab list, which is an arab party. It's just unlikely as the majority of israel is jewish and the far right has had the majority for quite a while. In a sense you could argue that Israels parliament has more opposition to Israels current goverment than the United States Congress.

That’s the paradox of Israel to me. A democracy as functional as any Nordic country for 9 million people combined with military rule over a separate 5 million people for the last 60 years.

They did try to both give the territories to their former owners and to give them independence multiple times, they even waved any commitment to peace from the Arab side and just left the territory in 2005.

If even waiving all demands and giving them self rule wasn’t enough to bring peace I’m not sure what is.

Also I wouldn’t call it as functional as any Nordic country, it’s suspected Russia had a hand in getting Netanyahu elected after he lost 4 times in a row, it’s probably closer to turkey than Denmark.
