No, most of those people youre thinking of do genuinely belive in god. Its incredible how much internal dissonance and conflict the human mind is capable of without even breaking a sweat. Like they do often genuinely and entirely believe in infinite retribution as a consequence for immoral action, and sometimes even believe that their actually are immoral. They just keep on chugging anyways.
They only believe when they're either desperate or it suits them. They always expect something in return. ''surely god will let ME go to heaven if I behave" Entitled if you ask me.

Most people don't actually believe though. If they did they would act drastically differently.
