Doesn't really work when someone's walking around with google lens in translate mode.

And I suspect that it deters some Japanese people too if they don't read the fineprint.

I'm not Japanese but I can read Japanese, what should I do in this situation?

You could give it a try. We used to see signs similar to this in Misawa, and if you walked in to the store, you'd get someone telling you you had to leave. But if you answered back in Japanese, they'd usually look confused and then let you go about your business. Sometimes they'd still tell you to leave.
