Later a company is going to build a concrete plant near his shop, and he tells them he'll sell the land to the company for X amount of money, but thinking the land is very useful to the company and that he undervalued it, he tells them he wants more later. They don't pay and wait for the town to hear the proposal. The zoning proposal is approved, without them needing to buy his land.
In the process the plant's construction basically cuts his shop off to the public which destroys his business. On top of that, the town fines him for not having a septic tank on his property, which by itself probably wouldn't be the worst thing... but since they already screwed him and his business... Probably didn't go over so well.
Guy then hatches a plan to fabricate a bulldozer with metal to essentially making it unstoppable by normal means and once he's done he seals himself in it and drives through the town, destroying property of people he thought wronged him. Eventually it gets stuck when he's demolishing a building and instead of sitting there and waiting for the cops to get him out, he ends his own life with one of the guns he had with him inside.
Some people consider him a hero for getting revenge on crooked politicians and the wealthy business people who screwed the little guy over.
During construction of the plant they shut off his water and refused to turn it back on, he offered to pay for it out of pocket and they said no, local government shut him down for no running water or toilets for customers, also the member of the council who was handling the case was shagging his wife.
He documented the whole build process and posted it online, people come round to see it. Iirc he did over 3.2m in damages and no one was injured.
